CBCF is seeking an experienced Program Relations Manager to manage and advance its Congressional Fellowship and Internship Programs, Pathway to the C-Suite Internships, Component Relations and Marketing Communications. Reporting to the Associate Director, Leadership Institute, the Program Relations Manager, is responsible for managing the day-to-day operations for the fellowship and internship programs, while actively engaging and cultivating the Alumni Network. Responsibilities include oversight of program participants; placement respectively in Capitol Hill offices or corporate suites; and planning and implementing professional development opportunities and program activities based on the program objectives and the assessed needs of the program participants. The Program Relations Manager will drive CBCF’s Emerge 535 initiative to place an intern in each congressional office.
In addition, the Program Relations manager will help develop and refine the Foundation's integrated marketing communications strategy to increase the programs visibility, relevance and engagement among key constituencies and markets, using traditional and non-traditional communication vehicles and channels, advertising, online marketing, e-newsletters, conferences and exhibits, collateral, television, videos, and social media.
The successful candidate will have demonstrated competence communicating to consumers, media, business and/or regulatory organizations using both traditional and new media marketing channels. Excellent verbal communication skills, including the ability to effectively communicate with internal and external contacts. High level of teamwork and interpersonal skills with 3-5 years supervisory experience; and must possess the knowledge, skills, and passion needed to engage and partner with Capitol Hill to promote professional development for minority advancement.
The CBCF Fellowship and Internship Programs prepare college students and young professionals to become principled leaders, skilled policy analysts, and informed advocates by exposing them to the processes that develop national policies and implement them from Capitol Hill to federal field offices. In addition, the new CBCF Pathways to the C-Suite Internships promotes diverse opportunities to broaden and impact the global African American community through professional development training in thriving corporate settings.

Directly Supervises: One Program Coordinator
Indirectly Supervises: Fellowship and internship participants and Component Relations.
Type of Supervision Received: Minimal to none
Internal Relationships: Close coordination with Associate Director, Leadership Institute; Vice Presidents, Programs; Resource Development; Communications and Marketing; to effect maximum marketability and integrated execution of all CBCF programs across departments.
External Relationships: Program participants; CBCF donors and supporters; Alumni, and CBC Members and staff.
Essential duties and responsibilities include:
Management of Fellows and Interns
Manage the day-to-day implementation, and administration of the Leadership Institute’s Congressional Fellowship and Internship programs, Pathways to the C-Suite Internship and the component relations. Provide oversight to ensure successful coordination and delivery of program objectives and statutory compliance throughout all programs.
Ensure participant development and diversity to maintain the quality of the programs and to grow all programs. Provide professional guidance to direct report, problem solve; and to accomplish goals and objectives within established timelines.
Liaise with the Associate Director, Leadership Institute in collaboration with other departments to monitor, leverage and maximize program education and stakeholder partnerships and funding opportunities. Incorporate fellows and interns in programmatic content for conferences and events.
Work with the Associate Director, Leadership Institute, to identify strategic partners for training seminars and leadership development opportunities. Engage Alumni to give back to the program through training, personal mentoring, and storytelling.
Develop and implement tracking and reporting mechanisms for CBCF’s fellowship programs, internship programs, Alumni Network, and the Emerge 535 initiative. Provide data to showcase the outcome and impact for board reports, funder reporting, and historical trends information. Prepare talking points and presentation reports as requested.
Monitor software functions to ensure accuracy and up-to-date modules to support ongoing departmental operations.
Assist in refining the Programs Department related marketing strategy to ensure communications to key constituents are clear, impactful, creative, results oriented, and consistent.
Create and execute innovative, targeted communications programs to drive demand for the Department’s programs and services with the outcome of increased engagement with our digital properties and online communities.
Develop innovative, targeted communications strategies to drive engagement with policy makers, funders, program participants and Alumni.
Assist in managing content strategy for electronic newsletter of programs and measure the effectiveness of the communications.
Manage and maintain Programs Department web content, utilizing established editorial guidelines including content audit, copy creation, editing and/or updating, design changes and measurement.
Leverage website and web-based technologies, social media, web analytics and search engine optimization (SEO) to effectively market to stakeholders and to maximize promotional efforts and brand awareness in the Programs Department.
Develop compelling content for new events, product/service launches and promotional campaigns including messaging development and implementation through strategic communication tactics that align with program objectives.
Assist in creating program focused collateral (for example, brochures, media kits, presentations), in alignment with CBCF guide.
Plan and manage events for opening and closing ceremonies, orientation training, and professional development seminars. Work with the program coordinator to oversee logistics and onsite execution.
Cultivate relationships with Capitol Hill staffers to facilitate fellows and intern placement. Attend meetings and prepare briefings as required.
Liaise with Alumni Network to cultivate ongoing engagement and develop ambassadors for the organization.
Work collaboratively across departments to advance the goals of the organization. Engage and brainstorm with colleagues to effectively maintain a high performance culture with a commitment to quality.
Team Development and Management
Manage and guide the program coordinator towards customer service and executional excellence at all times. Ensure understanding and compliance to professional ethics, and jurisdictional and legal requirements throughout all program operations.
Coach program coordinator on ways to cultivate relationships with key stakeholder groups and engage multi-generational participants as future ambassadors. Promote a culture of optimism, development and teamwork.
Establish and monitor program coordinator’s performance and develop yearly SMART goals with objectives and priorities aligned with the mission. Conduct performance reviews to empower him/her them to develop in performance and responsibility.
Identify strategic partners to help further the mission of the CBCF. Actively pursue opportunities to advance and promote programs and initiatives.
Represent CBCF on internal and external appropriate committees and task forces as assigned.

Required Special Skills
Effectively communicate Program Department deliverables to a variety of constituents and stakeholders across a variety of mediums (internal and external).
Strong familiarity with the federal legislative process and political environment.
Proven program and project management skills and experience in designing, managing and delivering high quality projects on time and in budget.
Demonstrate superb oral and written communication and presentation skills in a range of formats to include meetings, briefings, reports, media articles and blogs.
RESPONSIBILITY FOR ACCURACY/ACCOUNTABILITY
The individual must communicate with stakeholders on a national and local level to positively influence the effectiveness of CBCF in achieving its objectives. The Program Relations Manager must follow and adhere to federal, state and local ethics laws, as well as CBCF policies governing conduct, in addition to performing his/her duties in an ethical, professional and objective manner. Failure to comply may result in penalties for CBCF and the Program Relations Manager.

Knowledge: Advanced degree preferred. Bachelors degree in marketing, communications, business, public policy or related field is required. The candidate must have minimum of five years of similar program management and marketing experience and three years of direct supervisory experience with demonstrated ability to lead and direct teams; and manage resources and budgets. Applicants with congressional work experience or intimate understanding of the landscape of Capitol Hill is highly preferred.
Skills and Abilities: The incumbent must have multigenerational management experience and ability to lead and function as a member of a team. Experience engaging policy-making or government regulatory agencies preferred. Experience developing and implementing public relations activities to enhance branding and increase constituent engagement. Must demonstrate strategic thinking and program development, implementation and project management skills. Requires excellent interpersonal skills with experience forging varied relationships with internal and external stakeholders Excellent written and oral communications skills is a must. Attention to detail and ability to multi-task is required. Experience with planning events or forums is a plus.
Computer and Technical Proficiencies: Highly proficient skills in Microsoft Office applications (Outlook, Word, Excel, and PowerPoint) and overall aptitude for technology and cloud-based software are required. Proficiency with telecommunications devices such as iPads, iPhone and/or Androids preferred. Experience with education or scholarship software is helpful.
